Slice beef thinly and brown individual slices in a hot dutch oven with a splash of oil. Remove each slice after browning quickly on each side, and reserve.
Add onions, garlic, and mushrooms with 1 tbsp salt to the dutch oven and cover to retain moisture while softening.
Once the mushrooms and onions have released their liquid, add tomato paste, bouillon, paprika, mustard, and black pepper. Sautee for a couple of minutes until the mixture is fully blended, then add 40 oz of water, recover, and allow to come to a medium simmer.
Once you've got a good medium boil going, stir in half a cup of the sour cream. Slice the browned beef into roughly fettucine-shaped bite-sized pieces, and add beef and pappardella (or whatever pasta you're using) to the boiling pot, reduce heat to low, and recover.
Uncover and stir at three minute intervals for nine minutes total (three intervals).
Add remaining 1/2 cup sour cream along with thyme and chives, stir thoroughly, and remove from heat (or reduce heat to extra-low, if you're using a gas stove). Leave uncovered to continue to cook down for another 5 minutes or so on the stored heat in your dutch oven (this WILL NOT WORK if you're using a normal pot, not a heavy dutch oven). Make sure pasta is sufficient al dente, and add additional salt to taste if necessary.
Allow to rest for 5-10 minutes, and serve.
